1. Belfast, Maine

6. Oxford, Mississippi

Washington has no broad individual income tax, although high-income rules change in 2028. Housing, ferries, wind, and earthquake preparation need review.
15. Astoria, Oregon
Astoria has river views, historic homes, and working-port character. Walk a steep block in rain, then drive from a hillside house to medical care.

Make the Scouting Visit Ordinary
Rent near the neighborhood you could afford, not beside the best hotel. Book a medical appointment, buy groceries, drive after dark, and speak with an insurance agent before making an offer.
Repeat the visit in the town’s hardest season. A retirement town should still work when the weather is poor and the vacation mood is gone.
